What's up with choppy streaming at http://www.ustream.tv/hwfdeltaeagles???

The streaming at https://www.ustream.tv/hwfdeltaeagles is so choppy, that it is very difficult to watch. Can this not be fixed?

This is due to a setting on the broadcasters end and/or their limited bandwidth. The frame rate is quite low and that is causing the choppy playback. I am sorry but there is nothing Ustream can do about this.
